The number used per year is the accumulated national debt as of September 30 of any given year, as that is the end of the federal governments fiscal year. A combination of recessions, defense budget growth, and tax cuts has raised the national debt-to-GDP ratio to unsustainable levels. The United States cannot afford to default on its debt without major global economic consequences. The Obama tax cuts added $858 billion to the debt in two years. Obama's budget increased defense spending to between $700 billion and $800 billion a year. Federal income was down, thanks to lower tax receipts from the 2008 financial crisis.
